Phillips 66 Neighborhood Notification Letter Re: Flaring

Phillips 66 is in the process of commissioning its new Sweeny Natural Gas Liquids (NGL) Fractionator, associated pipelines and storage caverns. As part of the commissioning process, we will be conducting temporary flaring at five sites in Brazoria County. The flaring activities have been approved and permitted by the Texas Commission on Environmental Quality (TCEQ).
The flaring events are expected to occur sometime between September 20 through mid-October. The duration of the flaring may be as brief as two hours but could last as long as 2 or 3 days. Residents and people traveling on roads near the flares may hear sounds and/or see a controlled flame at night associated with the flaring. Once we have completed the commissioning activities, the temporary flares will be disassembled and removed from the test sites.

- Sea Gas - 8189 Old FM 524, Old Ocean, 77563 Entering Sweeny Refinery thru the main gate, the flare is situated NW (to the left) of the main gate.
- FM 524 - Old Ocean, 77563 Traveling NE on FM 524, about a half mile past the Old Ocean Credit Union, the flare can be seen NW (to the left) of FM 524.
- Clemens - 2410 CR 510, Brazoria, 77422 The flare is located at the Clemens Caverns facility (on the San Bernard between the FM 521 and FM 2611 bridges)
- INEOS Stratton Ridge - 920 CR 232, Freeport, 77541 Five (5) temporary flares, spaced about 60 ft. apart on a single pad, are located about 200 ft. from CR 232 on the south (back side) of INEOS property.
- Dow Stratton Ridge - CR 232, Freeport, 77541 The temporary flare is located among established flares within the Dow Salt Dome Operations facility.
We greatly appreciate the patience and understanding of our neighboring communities as Phillips 66 continues to expand operations in Brazoria County. Evidence of our company's commitment to growth is visible all around the Sweeny-Freeport area of Southeast Texas, where our new Sweeny Midstream Hub is located. On the verge of starting up these multibillion-dollar assets, teams are completing construction on Sweeny Fractionator One and preparing over 100 systems for startup. The Midstream Hub includes new salt dome storage caverns at the Clemens Terminal and more than 250 miles of new pipelines. The fractionator will process an increasing supply of U.S. produced NGL and move the LPG purity products to market through the caverns and pipelines and ultimately through the Freeport LPG Export Terminal, which is expected to start up in the second half of 2016.
