Six notices of application for brine, oil and gas disposal well permits were published in THE FACTS newspaper on June 27, 2014 by Phillips 66 Pipeline LLC. Believing these to be associated with proposed new storage caverns at the Clemens terminal on the east bank of the San Bernard River, concerned residents requested a meeting with Phillips Pipeline. On July 8th, a panel of six Phillips 66 project design team members presented details about the new disposal wells and the new storage caverns. Discussion of location led those in attendance to assume the disposal wells and caverns would all be on or adjacent to the existing Clemens property.

 

Now that construction has started, it is evident that the injection wells are actually to be drilled west of CR 506 approximately 4 miles north of the Clemens Terminal on the west side of the river.

 

Jonathan Hynson, Project Integration Manager, Phillips 66 Midstream, will attend the FOR Breakfast on the Bernard to speak and clear up any misconceptions. Midstream is the part of the Company that is over the new expansion of the Freeport Terminal, new pipelines / roadways, and injection wells, etc.
