Where in the World has the FOR flag been?

Recently, the FOR flag was seen being displayed in gin clear water by Sanbernardite divers Tom and Ange Ronayne. Where is this location?  Hint: It’s not Florida or Hawaii (and for sure not the San Bernard) but one of the “ABC” islands. Where in the world is the FOR flag? Answer: It's the "B" island of Bonaire one of the Caribbean’s top dive destinations with average water visibility of around 100 feet. (Why can't the San Bernard be like that?) The other two islands are "A" Aruba and "C" Curaco. The three islands are situated off the coast of Venezuela.
