State of the River Meeting

A full house heard FOR Committees report on their 2014 activities at the 10th annual "State of the River" meeting on Sat Feb 28, 2015. 
 
The speaker was Dave Schwertz who has been with the National Weather Service since 1982 and is Senior Service Hydrologist for the Houston-Galveston Area National Weather Service http://www.srh.noaa.gov/hgx since February 1992. In this capacity he developed and now leads the hydrology program for the Houston-Galveston Office. Much of his work relies on computers for organizing, summarizing and analyzing masses of data, and for modeling studies such as the prediction of flooding.
Flood Gauges on the San Bernard
1. Hwy 90, East Bernard;
2. Near Boling 
3. Pan American Rd, south of FM 522 Black’s Ferry Bridge, Sweeny and is used to measure water levels for Phillips 66 barge traffic.
 
It came as a surprise to Mr. Schwertz that the San Bernard is as populated as it is in the lower reaches of the river. If an additional flood gauge were to be installed below the #3 flood gauge, cost would be in the $20,000 with a yearly maintenance expense of $1,000.
 
When predicting flood levels, the NWS monitors both water flow as well as water heights, both factors to be considered since the river mouth is closed.
