Where in the World has the FOR flag been?

Not looking anything like the water of the San Bernard, the FOR flag makes an appearance 40 feet underwater at a popular tourist destination renowned for its scuba diving. Tom and Ange Ronayne, residents of the San Bernard, hold the flag during their recent trip to the Island of the Swallows (as in birds, not as in swallows of salt water!)
 
Where in the world is the FOR flag?
Cozumel - The island was sacred to Ix Chel, the Maya Moon Goddess, and the temples were a place of pilgrimage by women desiring fertility. Have the tourists been informed?
